Colonel Jean-Eudes Koï presented his book, "Comprendre la République centrafricaine pour mieux réformer les Forces armées centrafricaines," on Saturday in Bangui. The work analyzes the weaknesses of the Central African Armed Forces (FACA) and proposes reforms for the military in Centrafrique. This presentation marks a significant contribution to understanding the challenges facing the country's security sector.
Deep Dive into FACA's Struggles
Colonel Jean-Eudes Koï's analysis identifies several factors contributing to the weaknesses of the Forces armées centrafricaines (FACA). These include the legacy of colonialism, foreign interference in the nation's affairs, tribalism within its ranks, and issues of poor governance. The closure of the École spéciale de formation des officiers d’actifs (ESFOA) is also cited as a contributing element to the military's challenges. Koï states that these historical and institutional problems rendered the FACA unable to accomplish their mission during the 2012-2013 period. Additionally, the Central African army contends with significant material and logistical difficulties, alongside a general lack of resources, according to the book. The military's operational challenges were observed even during events such as the military parade in Bangui.
Proposed Reforms for Strength
Colonel Jean-Eudes Koï, author of the book, identifies several factors that hindered the FACA's effectiveness.
To strengthen the FACA, Colonel Koï proposes solutions centered on improved governance, enhanced professionalism, and the implementation of management control tools. He explained his recommendations, stating, "Pour l’essor de cette armée, j’ai proposé certains instruments de gouvernance.
Context and Future Role
The Forces armées centrafricaines (FACA) are expected to play a central role in securing the territory and protecting the population of the Central African Republic. This foundational responsibility shows the ongoing need for reforms and capacity building within the military structure. The FACA's presence in public roles has been noted, with elements of the armed forces participating in a military parade on December 1, 2022. Such events highlight the visibility and symbolic importance of the military, even as its operational capacities and governance structures remain subjects of analysis and proposed reform. The focus on strengthening the FACA reflects a broader national objective to ensure internal security and stability.
